Interlac the Legion of Super-Heroes APA


INTERLAC is a bi-monthly amateur publishing alliance (APA) devoted to the Legion of Super-Heroes, comics, and popular culture.
MEMBERSHIP is limited to 50 roster slots. The minimum activity requirement is 4 collated and stapled pages in any 3 consecutive mailings.
GENERAL APA and ordinary distribution expenses will be divided evenly among the members, except the Leader(s) (to a maximum of two individuals at a time), who shall be exempt. Members shall consider themselves assessed when their accounts fall below the average cost of the last three mailings rounded up to the nearest whole dollar, currently [U.S.] $12.00. Any member who goes into a low fund assessed state three times in any 12 month period may be dropped from the roster. Any member who fails to maintain a positive account will be dropped from the roster. Accounts of departing members and waitlisters are forfeited to the APA. If a forfeited account has more than twice the current assessment amount, then the Leader shall make a good faith effort to refund the balance, less a single assessment amount, to the departing member (or their estate / next of kin). Departing members and waitlisters will receive a bulletin of the mailing from which they exit the roster/waitlist.
APPLICANTS for membership must send the Leader double the average cost of the last three mailings rounded up to the nearest five dollar increment, currently [U.S.] $25.00 to join the waitlist. A new waitlister receives a copy of the most recently available mailing and thereafter a Bulletin until becoming a member.
WAITLISTERS must acknowledge the receipt of the Bulletin to the Leader. Any who fail to do so twice consecutively will be dropped from the waitlist. Waitlisters are encouraged to submit contributions from the waitlist; for doing so, they'll be eligible to purchase a copy of the mailing the contribution appears in by being assessed as if they were a member for that one mailing. Any waitlister, having contributed at least 10 pages, may be granted an extension of their invited period at the Leader's discretion.
BACK MAILINGS for sale are available to members and waitlisters who've contributed at least 4 pages to Interlac at any time, at the cost of postage.
MAILINGS are for the benefit of current or prospective members. Mailings are not for resale to the public at the penalty of removal from the APA.
AIRMAIL delivery of mailings to members living outside of North America shall be an expense divided among the membership.
THE LEADER is elected by the majority of the voting membership to a one-year term. The Leader is responsible for distributing mailings, appointing a Deputy to serve in case of absence, setting deadlines, presenting a complete statement of Interlac's finances in each mailing's Bulletin and interpreting the Constitution. The Leader is responsible for setting the copy count within a limit of 60.
IN THE EVENT of there being no candidates running for Leader, and the current Leader(s) does/do not wish to continue for another term, the APA shall be disbanded, and account balances will be donated to charity or refunded at the Leader’s discretion.
HONORARY memberships may be awarded to former members of at least 3 years whose presence significantly enriched Interlac and furthered its goals. Nominations for honorary membership may be submitted to the Leader with the signatures (electronic, email, or otherwise at the discretion of the Leader) of 10% (rounded) of the membership. After a 4-month discussion period and the approval of the majority of voting members, an honorary member will be listed separately on the roster and receive each Bulletin at Interlac's expense. Once per year the Leader will accept new co-signed nominations, and announce the beginning of the discussion period. Honorary memberships awarded after 2025 will receive electronic copies of the Bulletin.
PROPOSED amendments to the Interlac Constitution must be submitted to the Leader with the signatures (electronic, email, or otherwise at the discretion of the Leader) of 10% (rounded) of the membership. A 4-month debating period will follow before the proposal is brought to a vote of the full membership. A majority of the voting membership is required to approve the proposed amendment.
